Be it enacted by the Legislature of West Virginia:
That article eleven, chapter eighteen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section twenty-six, to read as follows:

If the funds of the bisexual, gay and lesbian student group, after being fully exhausted, are insufficient, then West Virginia University shall use other additional funds to establish the day-care program.
